In addition, Southwark Council has introduced a no exclusion policy. However, there is some indication that off-rolling - the practice of removing a pupil from the school roll without using a permanent exclusion - is taking place. A number of Black children with Special Educational Needs (SEN) are not having those needs met and parents are struggling to get the necessary support via the Educational Health Care Plan (EHCP).
